Hyip is Fraud or Not?

Everyday about three dozen new HYIP sites come out offering to be the solution to your financial dreams and promise you a life fulled with riches and satisfaction.Yes, these HYIP sites are straight out lying to you. Studies show that %99 of HYIP sites are scam.
It's TRUE?? What solution or action we can do for this people?? Shut the fraudulent operations down??Please give your opinion.

I think that very important for all people is to know, is to threat all HYIPs as a GAMES. This is hard, because all HYIP administrators wants their program to look profressional..
I think HYIP admins (and also HYIP investors  ) are greedy and admins do not look on the words written on the main page etc.. they simply want to get money. thats all.

I think that reason why so many people are burned by HYIPs is that HYIP monitors and forum admins dont want to loose their profits by telling that HYIP is 99% suspicious e-money game.. what do you think..?

no it's not true. HYIP can never be fraud. there is transparency in investments. before joining any HYIP read their term and conditions. and confirm all things in deal, then you can join.
